Afifah: Hi everyone! Sorry I’m late for our discussion today. So, what’s our topic today?
Hazirah: Oh, it’s ok fren. We just start our discussion a few second ago. You still not left behind…haha…just now, we just talking about what are the elements that we need in order to make our country develop…
Ida: Errmmm…Based on my reading, I found that there is 4 elements that include in the development administration. There are substantive element, managerial element, social change and the last one is politic. I still confuse about the important elements that should be concentrated among the four elements…huhu..How about you Mai?
Mai: Erm, based on my opinion, I think all the elements that Ida said just know the important roles in determining the country’s development. If we look at all element contain in development administration which are substantive, managerial, social change and politic, they are interrelated to each other in ensuring the process of development administration runs accordingly. Let’s take a look at the first element; substantive element is one which focuses more to the future government planning. The well planned projects are vital feature in administration to guarantee that their planning is parallel with the world globalization, do you think so Afifah?
Afifah: Yup, I agree with you. Besides, it will encourage the creative thinking and can expose the people to the reality field of development administration. So people can done their work greatly with the critical ideas come out from their mind. Other than that, the second element; management element also need to be concentrated. It’s functioned as supervisor in examine the process involved in development administration. In addition, it provides support to the substantive elements such as in ensuring the best quality of services given. And if I’m not mistaken, it also used as a mechanism to cope with altering surroundings in developing nations and also administration.
Amira: That’s right! But don’t forget that every country have people in it. So we cannot ignore them in anything that has been done by government. The things that I want to say here is the element which covers the population readiness in one’s country is called as social change. In this elements, the readiness of community in accepting the process of development administration can be evaluate by participation from them in any programs organized by government. I think that it is important for the government to get the public view about the development programs because they are the one who will face and practice the changes in their daily life. And don’t forget that public is the most important aspect that have to be concerned with as they is the one who gives the feedback of all the programmes and changes made by the government to develop constantly.
Hazirah: Wah! That’s the good points lady..hehe..There is still one element that not be discuss yet….The last element but not least important is politic. Political stability is the one factor which can influence the progress of development administration. Government is the one whoi responsible to ensure the peaceful of the country. Can you imagine if the country involved in political crisis, is it possible for the government to develop the country? Of course not! Then, due to political instability, it will bring other problems in economic and social sectors.
Mai: Great discussion ladies… ermmm so, these show that all the elements are important and we believe if one of the elements is missing, the development objective is hard to achieve.
Ida: Yeah, I’ agree with you Mai..so can we take our lunch now?..hehe actually my stomach is dancing various music since our discussion…
Afifah: Haha…oooo…that’s why Ida keep looking at her watch…has a meaning behind it..

If u r bout to redefine DA, how it would b?what rational of the def.?
As we know there are various definitions of development administration that has been stated by scholars. We totally agree with them as we know that they are the experts and they have very wide knowledge about this topic. However we try to create our own definition on what development administration is actually concerned about... ermmm but we don’t know whether it is totally correct or not….only miss fisha knows the answer…hihi…
Let’s begin to the topic…huhuhu….From our understandings; we suggest that development administration can be defined as field of study that focuses on the efficiency and effectiveness of an organization in planning and implementing all development programs successfully through the policies adopted by the government. Besides, it involves the establishment of machinery for planning, economic growth and allocating of resources to expand national income of a country and improve the development of the state. In short, we can say that development administration concerns on any efforts done by a country in order to help to develop the country. You want to know why we say so? ...deng..deng…deng…
The reason is because we believe that development administration is actually emphasizing on the ability of the government and administrative agencies in organizing development programs that can fulfill the needs of the people, especially in terms of organization and management. Therefore, we agree that well-organized and competent administration is needed to ensure that all development programs can be carried out effectively and able to gain support from the people. For example the Northern Corridor Economic Region (NCER) is one of the development programs by the government to improve the economic growth and increase the income levels in the north of Peninsular Malaysia, covers the states of Perlis, Kedah, Pulau Pinang and the north of Perak, which has been started in 2007 to the 12th Malaysia Plan period (2025). The program is done to improve on the expansion in certain potential sectors like agricultural, manufacturing, tourism and logistic sectors in the Region.
The definitions given by the other groups are correct but we think that the definitions are not complete. So, we suggest the others to read our definition above to help them understand the concept of development administration better. It will great if you guys can give any comments and we don’t mind if the comments are negative and positive…as we know that we are still in the learning process……Tafaddhal Mashkura…..hehe

(2) diffrences between Public Administration(PA) & Development Administration (DA)

Public administration is one of the courses that we have already taken when we were in Part3. The obvious difference between public administration and development administration is the areas cover by both of the fields. Public administration is a wide and quite general field of study as compared to the development administration. This is because development administration is a part and parcel of public administration. Basically, public administration covers all matters regarding the administration of the company such as in the improving revenue and finance system, developing and systematizing the personnel functions, creating management-improvement unit, improving specific administrative practices, and establishing schools and institutes of public administration. On the other hand, development administration involves the establishment of machinery for planning, economic growth and mobilization and allocating of resources to expand national income. Scholars and students in the discipline of development-administration are busy in researching to bring about rapid socio-economic change in developing countries.
The other difference between public administration and development administration is in term of policy. The development administration concerns on the making policy whereas the public administration covers matter regarding the implementation of the policy. It means that the agencies of the development administration are the parties that are responsible to create the policies while the public administration will implement the policies successfully. For example in the situation, when the government enforced the seatbelt policy. Before our country practices the policy, the development administration agency will make research and create the suitable policy. Public administration like the PDRM and JPJ will help to implement the policy by ensuring that the people follow the policy and will impose fine for those who disobey the policy.
